LSs, crowds assembled at the end of the cleared area near Capitol. Decorated streetcar pulls float. MLS, portion of crowd as it cheers. Official car arrives escorted by horsemen and some vehicles. VSs, vehicles, followed by Korean troops in combat dress. Troops in three trucks. Brief shot of Army band - looks American - as it parades. Gen Van Fleet comes out of a side entrance of 8th Army HQ. Van Fleet poses with Gen Weyland and other high-ranking officers in front of HQ. They salute. Korean Navy band plays in front of Capitol. HS, people on benches and standing in front of the Capitol. Van Fleet and a crowd of other high-ranking officers, including Weyland and Gen Paul Kendall, arrive at Capitol. Weyland chats with two American officers. LS, Pres Rhee speaks from the steps. One of the men stqnding behind him is Gen Mark Clark.

Paul Wilkins Kendall was born in Baldwin City, Kansas in 1898. Kendall attended the United States Military Academy at West Point and graduated in 1918 as a Second Lieutenant of Infantry. From 1918 to 1919 Kendall attended the Infantry School of Arms at Fort Benning, Georgia.
